Transformation & PMO Leadership

THE PROBLEM

Boards sponsor transformation programmes expecting change — yet most don’t deliver it: research shows 88% of business transformation initiatives fail to achieve their original ambitions, and only 12% of major change programmes produce lasting results. The most common cause isn’t a lack of effort but weak foundations: a PMO that exists as administrative overhead rather than a value centre, seen by senior leaders as part of the problem rather than the solution; benefits that are never properly defined or measured, so no one can tell whether the programme actually worked; too many concurrent initiatives approved without regard for the organisation’s real capacity to deliver them; and governance with unclear ownership, approvals and escalation routes, so decisions stall exactly when pace matters most. For the largest, most complex change, there’s a further problem: a PMO with no real authority — a lightweight administrative function with no ability to secure resources, make decisions or give the programme priority over business-as-usual.

WHAT IS TRANSFORMATION & PMO LEADERSHIP?

Transformation enables an organisation to pivot strategically — becoming more capable and efficient in how it deploys resources, people, process, data, technology and infrastructure. It depends on structure: governance, reporting discipline and a PMO that acts as a value centre, not just an administrative function.

THE 600 CONSULTING APPROACH

A transformation PMO exists to prove benefits are being realised, not just that activity is happening. Every programme runs with senior sponsorship and a single source of truth for progress, risk and benefits, reported transparently rather than selectively; the portfolio is prioritised against the organisation’s genuine delivery capacity, not approved on optimism; and governance is clear enough that escalation happens before a decision stalls the programme, not after. Where a programme is large or complex enough to disrupt business-as-usual, that means heavyweight programme authority — the ability to make decisions, secure resources and give the work genuine priority — not a lightweight, administrative PM role.

SERVICES

  • Transformation PMO set-up and governance: establishing senior sponsorship, clear ownership, decision rights and escalation routes from the outset, with disciplined milestone control and audit-ready reporting, so governance builds pace rather than slowing it down.

  • Maturity assessment and roadmap: benchmarking the current PMO or portfolio against good practice, then sequencing a target-state roadmap and prioritising initiatives against the organisation’s real delivery capacity, not optimism.

  • Benefits definition and realisation: defining measurable, realistic benefits for every initiative before it starts, then tracking delivery against them through to completion — the mechanism most PMOs lack.

  • Portfolio management and prioritisation: rationalising a fragmented portfolio into a prioritised, resourced set of initiatives, so capacity goes to what matters most rather than being spread across everything that’s been approved.

  • Large-scale programme leadership: for the biggest, most complex change, operating with heavyweight programme authority — the ability to make decisions, secure resources and give the programme genuine priority over business-as-usual.

  • Transformation PMO assurance review: an independent health check of an existing PMO’s governance, reporting and decision rights against a maturity benchmark, with a prioritised set of recommendations to close the gap.

  • Implementation and change management: sequencing delivery through a prioritised implementation roadmap — foundational change first, then quick wins that demonstrate progress and win hearts and minds, through to a continuous improvement pipeline — while embedding new ways of working using the Prosci ADKAR model: building Awareness of why the change is necessary, Desire to support it, the Knowledge to carry it out, the Ability to perform at the new standard, and Reinforcement through feedback and recognition so the new behaviours stick rather than reverting to the old way of working.

IN PRACTICE

This approach has meant rationalising a 450-initiative, 47-market transformation portfolio for a global media and advertising group down to 200, introducing a maturity assessment that validated over 40,000 data points to establish a definitive view of spend, scope and risk, and embedding governance that freed capacity for board-level priorities. It has also meant giving a retail technology business its first single, consolidated view of a multimillion-pound transformation agenda — rationalising 200 initiatives to 99 and embedding stage-gate governance with senior sponsorship on every project. For the largest, most complex change — a UK-wide £400M operations modernisation programme — it has meant operating with heavyweight programme authority, realigning PMO structure and reporting cadence to reduce headcount by 20% without compromising delivery oversight.
